On the Island where the prison is. Go to the Mansion where the Woman in the Window is after you've seen your picture of the hooded figure in the newspaper. Go to the right of the Mansion, and speak with the man. give him your key to the Inn. Board his boat, then travel to the Island with the Prison. Go up to floor H, then enter the Wardens office at the far right. Collect the Mug Shot from the Warden, then go to the cell on the Mug Shot (floor D, cell 8). Enter the Cell, then push aside the bed. Enter the tunnel. Walk forward, and you will see a red rectangular object. These are the sardines.
To escape the cell after speaking to the ghost, exit the tunnel and dig a hole with your newly acquired pickaxe in the left side of the cell.
