By "packs", you can download literally hundreds of free VST plugins that FL Studio will instantly recognize and use at your disposal (once located and activated by FL). If you remember where you installed the VTS Plugins folder, just drop any of those plugins there, have FL refresh the plugin list and tick it off as a useable plugin. If you mean that the zip file was actually created by FL Studio as a zipped loop package, then yes, you can simply load it into any FL Studo as long as you used the same version and the FL standard plugins. The FL zipped loop package only saves information about what plugins were used and you may have to add any others used to the zip file. It also contains all of the samples that did not come as part of the FL Studio standard sample packs.
