Why is Katie being haunted in Paranormal Activity?
You actually don't find this out until the sequel, Paranormal Activity 2. In that movie, you find out that one of Katie and Kristy's ancestors made a deal with the demon for wealth or power. Payment to the demon for that deal was the first born male child in the family. In Paranormal Activity 2, Kristy gives birth to Hunter, who is the first male child born to the family in several generations. This is why the demon haunts Kristy because it is after her son. Kristy's husband figures this out and realizes you can transfer the demon to someone else, but it has to be a relative. Therefore, he transfers the demon to Katie in order to save his wife and son.

White noise is a signal with a flat frequence and, yes, it is oftentimes associated with paranormal activity. This, of course, only holds up if you believe in such things.
