From what I have been able to quickly gather, it is a fairly recent term (20th Century) probably originating in America. But we say "Drunk as a skunk".

metaphorically no it isnt, a skunk is much bigger but all skunks are a diffrent size like rats.
Jonathan Swift, in Polite Conversation, mentions the phrase as a cliché - so obviously he did not originate it. The phrase seems to have Biblical origins - but the idea is a lot older than the Bible. Similar language can be found in Jeremiah 5:21-22.
In my experience I have seen propane/gas line leaks mask similar to Skunk Spray Smell. Also have seen (smelled?) sewer links sometimes be similar.
