Well first you have to go threw the Burned Tower in Ecruteak City Second when u get to them they'll run away
and after that it will take luck they usually stay around Ecruteak City
when u do find them it just a matter of track them down using your PokeDex

∙ 12y agoEntei, raikou, and suicune wander the map randomly after you spook them out of the Burned Tower. If you encounter one and it runs away, you can check it's pokedex entry to see where it went -- be careful, they move every time you change which area you're in.

Catching the three legendary cats is just like catching any other legendary. In normal gameplay, there are no tricks and there is no easy way to do things (unless you have a cheating device). In essense, you just have to work hard to catch Entei, Raikou and Suicune.
It is possible, however, to catch these three Pokemon without resorting to a Master Ball. Just like other legendaries, if you reduce their health points and give them a status condition, they become more likely to be caught. The problem is they keep running away. If you use a Pokemon who has a trapping move (like Ariados with Spider Web), you may just keep the legendary there long enough for capture. Knock it down fast with a trapping move, inflict a status condition and start whittling away at their HP. Soon enough, it will be caught and you do not have to use a Master Ball.
Just stock up on Pokeballs, though.

∙ 12y agoWell there isn't a specific place but they roam around jhoto and look at you pokegear map and the will appear but the might not be there once you fly or walk to the place. And also same for latios and latias you can only get latias in heart gold and latios in soul silver
