You can find Raikou on Route 38, first fly to Ecruteak.
You need to get in a something like a house and that brings you on Route 38.
But you need to walk in the grass, because its very difficoult to find one, i did finely catch one yesterday.

∙ 14y agoU have to awaken the dogs in the burnt tower in eruktec city first. then raikou and entai will be released into the wild.u come face to face with suicune later. if u dont catch them the firse time u can get them later. remember they will be in ur pokedex so u can see where they are after uve encounterd them once.
