In Crystal, You Choose Whether You Get The Silver Or Rainbow Wing From The Radio Director. After You Get It, Go To One Of The Whirl Islands. You Find It Just East Of Cianwood City. You Need To Use Whirlpool To Get Past As Whirlpools As They Cover Every Entrance To The Islands. Then Go As Deep As You Can. Then You Use Boulders To Block Currents So You Can Surf To An Island To Meet Him (Just Like Catching Articuno In Kanto). But... Beware... He Is At Level 70.
