It is in a secret storeroom behind the filing cabinet in the Detention Room. To get there, you need three things : gum, a stink bomb, and the blueprints from Nate's locker. To get gum, collect all the comic pieces and give them to the comic shop guy. To make a stink bomb, go to the Science Lab (mix yellow and blue and heat it). Open Nate's locker with the combination from the comic.
Chewing Gum gets you into Detention. The stink bomb gets the teacher out of there. Following the blueprint from Nate's locker, go behind the filing cabinet. In the room below, hanging from the ceiling, is the missing clapper. (The light is on the floor.)
If you can get the seagull away, you can fix the bell in the school tower. The way to do so is to turn the lighthouse light, using a lobster as a wrench to turn the crank.

Get the old photo that is blowing around next to the left side of the lighthouse. Swap it for diving gear at the Say Cheese photo shop. Use the diving gear to recover Cap'n Salty's lost lobster trap in the water. Cap'n Salty will give you his jet ski keys and a lobster. You can use the lobster as a wrench to turn the light on the top of the lighthouse. Turning it to the right will scare the seagull away.
