The belt tensioner for a 94 Cavalier is mounted on the front of the engine. The tensioner is spring loaded on an arm to keep the belt tight.

Use a 15 mm wrech on the idler drum and push down as if you are tightening the bolt. The whole unit will rotate down and take the tension off the belt. Best to have two people for this job
