Underneath the passenger side dash.if you look under there you will see a plastic cover that is held in with 2 or 3 plastic clips,remove the clips and the plastic piece,you will see the resistor it is only held in with 2 screws,and it can be removed fairly easy.
It is on the side of the blower motor housing. Take out the plastic kick pad under the glove compartment [and above your feet] and it should be right there.

Blower motor is located under the plastic panel on the passenger side foot well area under the dash. Remove the clips on the plastic panel and it will be up under the dash.

The Chrysler Cirrus was only built from 1995-2000. The radiator cap is located on the housing where the upper radiator hose hooks to the engine.
There was no 1990 Chrysler Cirrus. Look on the intake manifold or hoses for the intake temp sensor.
Under the dash passenger side. You have to remove the cover held on by two retaining clips. The resistor pack in mounted under the dash by two bolts(there are two sets of wires plugged into it). Just a tip....I replaced the thermal fuse on the resistor pack after having only high setting on my blower motor. The fuse costs about 2 bucks Canadian while the resistor pack itself runs about 45 bucks.
If it is a 2.5 it is located in the distributor housing.
