It is a very old English term, dating back to the 15th century. It means "community for the common good". The 15th century term was 'common weal', 'weal' meaning 'well-being'. The UK was long ago called the "Commonwealth of England" and when the six Australian colonies merged into one State, its official name became 'the Commonwealth of Austalia".
