The fan relay turns the radiator cooling fan on and off. The most common location for this relay is mounted on the front left frame rail.
It will be in the fuse block under the hood.

If the cooling fan on a 1998 Plymouth Grand Voyager won't come it, the fuse could be blown. The fan can also be froze up.
If you are talking about radiator fan relay, then it is in weird location which is under the fan unit.
from what i am told the fan relay is some where on the intake manifold most likely on the driver side
The 2000 Plymouth Voyager 2.4 liter engine radiator cooling fan relay switch can be found in the fuse box. The relay switch will be in the third column, fourth from the top.

If you are laying on your back looking up, then the relay for the radiator cooling fan is located on the chasis just to the left of the fan. It is to the front right of the front tire on the driver's side.
Is there power and ground to the fan? If there is replace the fan. If not jump the relay. I would start with the most simple check and that would be the fuse.
2 bolts near the top of the fan assembly. However these do not fail often. More often the fan control module (or some call it the Relay, but it is solid state) fail. It is very common in this series of vehicles.
