The cigarette lighter does not have a relay. It does however have a fuse. It may use the same fuse as the radio. If all fuses are good, suspect the lighter itself is bad. Try your lighter in a know good lighter receptacle. If it works there, then suspect the lighter receptacle in your car is bad.
My Haynes repair manual for model years 1990 through 1993 states that the cigarette lighter relay is found in the left end of the dashboard below the PGM-FI relay.

No, the engine does not have to be running for the cigarette lighter to work. The ingition key must be in the Accessory position (2 clicks) before the cigarette lighter will work. Hope this helped.

There are two fuseboxes for 2006 Honda Accord. The cigarette lighter one is located inside the car on driver side labeled "fusebox", not the one under the hood. Open the correct one the diagram is on back of cover. It is #9, 15 Amp, labeled "FR ACCS". There is no label says "cigarette lighter" on any Honda cars.
The specs for the fuse box should be in the user's manual. (For my 1994 Honda Accord EX, the fuse for the lighter as well as the radio is under the hood)
You have to remove the entire center console and the pop up the gear shift box (ver carefully) you then connect the wires and screw the cigarette lighter in.
