On a gas engine, the fuel filter is part of the fuel pump module in the tank.On a Diesel it is on the driver side of the block
Both the lift pump and injection pump are on the left side of the engine.

You start by removing the fuel pump, installation is the reverse of removal.
Gas engine, inside the fuel tank on the pump. Diesel, on the side of the engine.
I assume you must have a diesel if you want to know where the vacumme pump is. In that case it is in front of your power sterring pump. Your power sterring pump bolts to it.
I am going to guess that it is a faulty lift pump, if that is the case it will ruin the injection pump and they are expensive. so replace the lift pump.
