Autozone shows the flasher unit to be square and mounted in the interior fusebox.
There is no flasher...the turnsignals (and hazards etc.) are controlled by a relay on the fuse panel under the driver's left foot. Refer to the owner's manual for a diagram showing which relay is which.

The van does not have a conventional flasher. Instead, the exterior lamps are controlled by the Smart Junction Box (SJB). The SJB sends out signals to the multi-function switch which are returned by a lead shared between the LH, RH and high-beam flasher switches. When the SJB detects the turn signal contact, either left or right, it then supplies voltage to the appropriate cornering lamp (if equipped) and the same side turn signal lamps. The lamps flash at about 80 flashes per minute.
I just replaced one of these on a 96 windstar, it isn a a flasher unit,its a multifunction relay but it does the same thing as a flasher unit, it controls both flashers and turnsignals.. look under the steering column at the fuse block and thats where it is but you will see 14 relays that are all the same and all black except the multifunction relay, it is blue and a little bigger than the rest , it just pulls out.... found one at advance auto but I had to order it, part # bwd fc642 but any parts store can get it. prices range from $7-$15. the Ford part # is f588-13350-ab ........ lyle

Try replacing the flasher. Inexpensive and quick/easy to do. If the turn signals will light up and only stay on, it's definitely the flasher, if not then the problem lies somewhere in the wiring, or the turn signal lever itself.
