According to federal legislation signed in 1966, Waterloo, New York, is the birthplace of Memorial Day, but there are a lot of other towns that claim the honor for themselves. Boalsburg, Pennsylvania, for one, points to a 1864 gathering to honor those killed at Gettysburg as the first-ever Memorial Day, while Carbondale, Illinois, cites a parade in 1866 led by John Logan, who later helped bring the official holiday to fruition.
The first Memorial Day was observed in 1866 by liberated slaves at the historic race track in Charleston. The site was a former Confederate prison camp as well as a mass grave for Union soldiers who had died while captive, during the US Civil War. The freed slaves re-interred the dead Union soldiers from the mass grave to individual graves, fenced in the graveyard & built an entry arch declaring it a Union graveyard; a very daring thing to do in the South shortly after the North's victory. On May 30 1868 the freed slaves returned to the graveyard with flowers they'd picked from the countryside & decorated the individual gravesites.
Memorial Day was originally called Decoration Day. It was officially proclaimed on May 5, 1868 by General John Alexander Logan, national commander of the Grand Army of the Republic, a fraternal organization of veterans. It was first observed on May 30, 1868 at Arlington National Cemetery when the graves of military personnel that died during the US Civil War, both Union and Confederate, were decorated with flowers.
Originally Decoration Day was to honor those casualties of the Civil War only. After World War I it was expanded to honor those who had died during all wars and military actions in which the United States had been involved. It then generally became known as Memorial Day but it was not until 1967 that President Lyndon Baines Johnson signed the legislation officially renaming the holiday to Memorial Day.
