Best Answer

The earliest version of the hazelnut spread was created by Pietro Ferrero in the 1940s when there was a shortage of chocolate due to rationing during World War II.

Hazelnuts were readily available in the Piedmont region of Italy and he employed the spread to extend the chocolate supply he used to make pastries.

OLD ANSWER [Easy- France]

Not so easy, because that's wrong. Nutella is made by Ferrero (the same company that makes Rocher chocolates) and it's an Italian product and always has been.
