According to Genesis, the descendants of Abraham were the Israelites and the Arabs. That could lead one to conclude that the land was promised to the Israelites and also to the Arabs.

The biblical promise, though, seems to be related specifically to Isaac (in Genesis 26:3) and Jacob, a.k.a. Israel (in Genesis 28:13 and Joshua 1:1-6).

Canaan was considered the Promised Land (Exodus ch.3). Moses led the Israelites out of Egypt (Exodus ch.12); and during the journey they depended on God to provide food and water. Moses struck a rock with his staff at God's command (Exodus ch.17) and water flowed from the rock. On another occasion Moses was commanded to merely speak to the rock, but water did not immediately flow, so he struck it a second time (Numbers ch.20). This showed God that Moses did not fully place all of his trust in Him because if he had complete faith, he would have waited and known that water would eventually come. As a punishment for his doubt, God never allowed Moses to enter into the Promised Land (Numbers ch.20, Deuteronomy ch.32), and he died before it was actually reached. As a result of this, Joshua took Moses' position (Numbers ch.27) and was the actual person who led the Israelites into Canaan (Joshua ch.3-4).
