The UN Commission on Human Rights (1947)was made up of 18 members from various political, cultural and religious backgrounds. Eleanor Roosevelt, widow of American President Franklin D. Roosevelt, chaired the UDHR drafting committee. With her were René Cassin of France, who composed the first draft of the Declaration, the Committee Rapporteur Charles Malik of Lebanon, Vice-Chairman Peng Chung Chang of China, and John Humphrey of Canada, Director of the UN's Human Rights Division, who prepared the Declaration's blueprint.
I believe the the UDHR document was prepared in "narrowed" connection with the defeat of Germany, the War Crime tribunals, and the re-establishment of Israel as an independent and sovereign nation in May of 1948. And that such "thoughts/ideals" of the global "application" of human rights would emerge after the revelation of the unprovoked genocide of humans that had occurred under Hitler's regime. It would seem reasonable to conclude that if the US and other "advancing" countries of the world would permit the rebirth of Israel as it occurred--then perhaps the query of those same "rights" for all surfaced and had to be answered and the UDHR was born as a result of those collaborative events.
Eleanor Roosevelt called it "the Magna Carta of Mankind." Pope John Paul II described it as "the Conscience of Mankind." Adopted by the United Nations on December 10, 1948, the Universal Declaration of Human Rights recognized fundamental rights and freedoms throughout the world, and influenced national legislation, including the Canadian Bill of Rights and our Charter of Rights and Freedoms.
There is no one identified author of the Universal Declaration of Human Rights. It was composed by a committee of the United Nations General Assembly and adopted by the same.
