The powers forbidden to the US Congress (and Federal Government in general) are listed in the US Constitution in a very simply fashion. Congress is permitted those powers specifically stated (and implied) in the Constitution. Powers not enumerated in the Constitution are reserved for the States, or for the People.

So what is permitted to the Congress is listed, but not what is forbidden.

There is no such list. The powers of Congress are described by the Constitution and statute; anything NOT included, they can't do.
