Well, the truth is there is none.
There is simply too many characters in the Star Wars universe. Episode 1 alone has over 100 characters, 30 droids, and about 40 vehicles.
If all 6 movies followed the same trend, a game with every character in it would have 600 characters, 90 droids, and about 120 vehicles. And that's not including the countless show branchoff, game, and book characters.
They also would have more trouble than it'd be worth to come up with a decent plotline that would involve all the characters. And since this game would require so much work to make and would have so much content, it would also be an incredibly high price.
