According to a list compiled in 2005, Luxembourg tops the list of wine consumers at 8.16 liters per capita per year. France weighs in at 8.14 liters, hardly a significant difference. In intervening years the top spot may have changed one or more times. Next on the list is Portugal at 6.65.
The 2009 list gives Vatican City as the #1 sovereign state wine consumer per capita, and this shouldn't be surprising. It is packed with Roman Catholic clergy, and they each say at least one Mass per day, with wine being an essential component. Luxembourg still beats out France. See links.
The two cited lists probably come from entirely different sources. It would be a complicated process putting this data together and many assumptions are made (and not specified), so this kind of information always has to be treated carefully and with healthy skepticism.

You're not going to believe this, but as of 2005, it was the Vatican!! The last comprehensive report on wine consumption by country was carried out by the CIA for their World Fact Book, as reported by the Wine Institute of California (http://www.wineinstitute.org/resources/statistics). It showed Vatican City State consuming just over 62 litres per capita, 2 litres per capita ahead of second place Andorra, and 7 litres more than the French! The Holy See has a population of about 900, most of whom are male and all are adults. 62 litres is 419 5 ounce glasses, less than 2 glasses a day and some of that is used for Sacramental wine.

Although the USA is number four on the overall list is the top new world wine producing country. Australia produces the most per capita.

Rheims- located in Northeast France NOTE-Champagne is a region in France, kind of like the Northern California "wine country". The only difference is that sparkling wine from California is not Champagne. Only sparkling wine from the Champagne region can be Champagne. So there really isn't any city's that are famous for their Champagne, but there are about 5 major champagne producing "houses" that are really famous.
