The 13th Amendment abolished slavery and was passed around the end of the Civil War (passed January 31, 1865; adopted December 6, 1865).

On December 6, 1865, it was abolished, nationally. The 13th Amendment was ratified by 3/4 of the states, and thus, became a binding Amendment on the Constitution.
