That depends on what aspect of love you want to focus on. Love features so often in The Bible that it is impossible to say that a particular verse, or even a particular handful of verses are 'better' than all the others.

There must always be AT LEAST TWO or three witnesses." (Deut.17:6 NLT New Living Translation) -- therefore, Jesus says it "directly," twice:
1) "'This is My Commandment to you, TO LOVE ONE ANOTHER as I have Loved you.'" (John 15:12 WEYWeymouth's New Testament)
2) "'Thus I command you TO LOVE ONE ANOTHER." (verse 17)
He also says it indirectly by breaking down the "Spirit of the Ten Commandments", God's Ten Laws of Love, into "two" main categories:
"Jesus replied, 'You must Love the LORD your Godwith all your heart, all your soul, and all your mind. This is the FIRST and Greatest Commandment. A SECOND is equally important: Love your neighbor as yourself. All the other Commandments and all the demands of the prophets are based on these TWO Commandments.'" (Matt.22:37-40 NLT)
He also says it indirectly through His "actions"... by His "example"... by sacrificing Himself for the sake of His creation, man, so that they might not have to experience the "Second Death" [see Rev.2:11 & 20:6&14).
"And here is how to measure it - the Greatest Love is shown when people lay down their lives for their friends. You are My friends IF YOU OBEY ME." (John 15:13-14 NLT)
And He also says it by providing His written Word for His creation, which reveals His Love to those who are able to see it; those whose hearts and minds He has opened to the Grace, Mercy and Truth of it.
The majority of this disobedient, sin-sick world, however, can't perceive or grasp His command to Love one another no matter how many times or ways He expresses it... because they just don't believe what He says:
"...'some of you are trying to kill Me because My message does not find a place in your hearts." (John 8:37 NLT)
"'Why can't you understand what I AM saying? It is because you are unable to do so! For you are the children of your father the Devil, and you LOVE to do the evil things he does... So when I tell you the Truth, you just naturally don't believe Me!" (verses 43-45)
So, the number of times Jesus commands His creation in the Bible to Love [God and one another] is irrelevant if the heart of the people hearing or reading it isn't receptive to it. One time should be enough, although God commands things done in "twos," at least. And Jesus went the extra mile and says it, directly, "twice" and DID IT ONCE! But His Command to Love is continuously expressed in His Law of Love, the Ten Commandments, and throughout the Bible.
