The soap molicure has one end that like to be in fat or oil and another end that likes to be in water.
Thus when soap in a water solution is applied to oil or fat, it coats the oil or fat droplets and makes them disperse into the water. (In other words it makes oils soluble in water).

Depends on what you're using... bleach yes, dawn dishwashing liquid soap to clean off the cage and such, no. They actually use that stuff to clean off the oil spilled on animals when there are oil leaks in the ocean. If you're looking to clean the cage, use hot hot water and some dawn dishwashing soap with him/her out of the cage and dry it off completely before putting him back in. It should be fine. However, avoid spraying stuff around your bird, they're extremely sensitive to even the stuff on your non-stick cookware. So no hairsprays, perfumes, etc. sprayed near your bird.
try regular dishwashing liquid soap (like Ajax)
