You have to define what "best" is for you.
M4's are more accurate and modular by design. They're also more ergonomic and employ the "straight through" design that is standard on modern military rifles. However, they require more care and maintenance than an AK. They're more expensive to manufacture.
AK's were designed to be built and assembled cheaply by unskilled labor. They're very reliable, but don't mention accuracy or ergonomic in the same sentence.

An M4 carbine would be better under almost all circumstances. It is lighter, more accurate at range (Assuming both have their stock sights), and more controllable in full auto mode. However, the AK47 is a cold war-era weapon while the M4A1 are much more modern. A more debatable and relevant question would be "Which is better, an M4 or an AK74?"

Perhaps they just forgot to add the "A1" to the nomenclature in CoD4. But yes, you are correct - the standard M4 carbine has the three round burst feature, while the M4A1 and the Canadian variant of the M4 (the C8) have full auto capability.
