Education Ratings for 2012:
In terms of testing and an education provided to all citizens, Finland is number one. They have received the top scores in math and language proficiency tests.
United Kingdom of course there are so many world's greatest universities and colleges such as University of Cambridge, University of Oxford, University of College London (UCL), Imperial College London, King's College etc and more....
Just adding, the United states also has some of the best (the most on the top 100 list (of course there're many of them)) but that's just because it's the third largest country..., but there's Harvard, Oxford, Yale, Princeton and much more.
