Answer: That's a very subjective question. How do you quantify something like "racism"? To an extent, racism exists in every country, but many countries have a more extensive history of racism. Most would say the U.S.A. or Israel. The U.S. should be near the top of the list for 1) the way it treated Native Americans from the 1700s to the present, and 2) its legacy of black slavery. Also, the entire drug war is based on racism; the very first opium laws were a response to racism against Chinese immigrants, and the first laws against cannabis were a response to racism against blacks and Mexicans. Most Americans had no clue that the foreign-sounding word "marijuana" actually referred to cannabis/hemp.
Israel, because of its open genocidal policies towards the Palestinians, who occupied that country first, should be at the top of the list. It is unconscionable and disgusting. The Israelis are the new Nazis, and the whole world knows it, but is afraid to do anything because Israel has nukes, and its policy is to use them if anyone threatens them.
Answer: It's very hard to state which is the most racist country as population makes a difference as well as the diversity of a country and other factors. Also, since racism is a complicated thing to pinpoint because of its many forms, you can't ever really place a label of "most racist" with any country unless you were also pointing out specifically what kind of racism; i.e. most racial slurring, most covert racism, most racial hate crimes, most racial ignorance, and so on.

For one, a racist is a racist and most don't judge if one is lesser racist than another because it is usually all one and the same.There is no real way to measure if a country is more racist because of the complications of racism, but the whole of either country is not racist. However, both countries have racism and both countries have denial of that very racism. So, for the ones who have to deal with the racial discrimination, it really makes no difference as to who has the most because many just want it to stop.

I argue that it is not. For the most part, people do not take arms up against people of other races, cultures, or even smaller differences which seem insignificant, like in many other countries. Many different races live in China, and there are hundreds of different dialects of languages spoken in China. China is not the most racist country, not even close.
