The Spartans were were a militaristic society, the Athenic culture was more philosophical. Their interpretation on how to apply their civic duty would be too different to compare. A Spartan son with a scholarly turn of mind, for instance, would have been considered anathema, whereas that same child in Athens would have been cherished.

The Spartans, I think ad the greater sense of "country" though, whereas Athenic culture was often fractured along philospohical lines.
