TENNESSEE:

Texas is also a valid answer to this question, since it does not ask for which state is bordered by the most U.S. states. Texas is bordered by the U.S. states of New Mexico, Oklahoma, Arkansas and Louisiana and the Mexican states of Tamaulipas, Nuevo Leon, Coahuila and Chihuahua.
