I saw the exact same bird here in Rochester, NY. i was told it might have been a morning dove? but pics online don't really favor it. the beak is more bill like, like a duck. blueish grey head, red spot on head, white spot under tail when it flies. anybody? lol

Some Great Danes are white with brown spots. A beagle is another type of dog that can be white and have brown spots. A third type is the Jack Russell Terrier.
If it's slightly smaller than a Robin it's probably a European Starling, found all over the Northern Hemisphere.

There are far too many birds like this to identify this bird. You need to describe it in more detail - such as its size and bird type.
It's not possible to be sure with so little information, but if it was on water it might be a great crested grebe.
