James Bond only has one or two adversaries that appear in more than one film.

James Bond's main recurring adversary is the secret terrorist organisation: SPECTRE who appears in Dr. No, From Russia With Love, Thunderball, You Only Live Twice, On Her Majesty's Secret Service, and Diamonds Are Forever.

The only other adversary of James Bond who appears in more than one film is Jaws (played by Richard Kiel) who actually only ever appears in The Spy Who Loved Me and Moonraker.

In the novels (which came first), SMERSH (smert shpionam; Death to Spies) appear in Casino Royale, Live and Let Die, From Russia, With Love, and Goldfinger. SPECTRE only appears in Thunderball.

There have been a number of villains in the Bond films and novels. The most prominent one is Ernst Stavro Blofeld, who was in three novels and many films. In the early days he battles the other side of the Cold War, often coming up against opponents with a Soviet or Eastern European background, or at least financed or backed by them. Later on after the Cold War, Bond became more of an international police who battles against terrorists, criminal figures rather than international spies.
