His cabinet is one source of advice. He also has a White House staff that help write speeches, deal with press and political considerations and give legal advice. The joint chiefs of staff gives military advice. There are also "czars" and people in banking and business that he calls on or is willing to listen to. Leaders from Congress are sometimes helpful. I suspect that his wife has some suggestions from time to time.
