Jean Valjean is the man whom the book is based on, however because he has such love for his adopted daughter Cosette, she has become the central advertising character as seen specifically on posters.

Jean Valjean, actually. Even though he was a criminal, having stolen a loaf of bread to try to feed his sister's family, he was truly a good man at heart after he met the Bishop of Digne, and it is Valjean's story that we follow. (However...I think Bienvenu is even more good than Valjean, because he was a great man all throughout his life...but Victor Hugo makes it clear that he thinks that Valjean is the better man because he turned his life around, from a convict to a near saint.)
