A man called Fantanio Santocini built the leaning tower of Pisa. It took so long to build because of the constant battles between Pisa and neighbouring cities and towns. The part about it not falling down has never been explained but people are deep into research to find out why it won't fall. Your question about is it possible for a normal person to build is a bit stupid, a normal person(s) built it, some super human didn't come along and build it :)
