Who can legally and ethically report a child's injuries as possible child abuse if the child has not admtted to being abused?
a teacher and any one who can call CPS. if you think there is abuse put some calls in to child protective serves.

If you are the child who is being abused and you are afraid to tell a parent, you must seek help from another adult. There are different types of abuse: physical, sexual, emot…ional/psychological and neglect. If you are not close to any adults, call the police and they will help you immediately. They may remove you from your situation until they can discover what is happening. You may have to go into a temporary foster home until the proper authorities have investigated your situation. You need to know that all forms of abuse are wrong and you are absolutely not to blame yourself. The adults in your life have a responsibility to protect you and if they don't, they need to be held accountable. If you are a woman married to a man ( or a man who is being abused by his wife) (replace significant other in that as well) who is abusing you, call 911. No matter how afraid you are to leave an abusive situation, you will find the help and the means you need to stand on your own...no matter what your education level. The first step is admitting to yourself that you deserve to be treated with love and respect. If you are an elderly adult, you can call adult protective services and 911 as well. Whenever your life is in imminent danger, call the police. If you are enduring a situation that places your mental or physical health in jeopardy, get help. There are support groups as well and attend one meeting and you will find the community resources available to help you in your situation. If you really do not know if what is happening to you is abuse...you can call the non-emergency number for your local police and they will be able to help you.
Equal protection under the law does not have an age limit. That means yes.

As far as I know, anyone who witnesses or suspects that a child has been abused, must report it. It is a person's responsibility to go to the authorities, but don't take matte…rs into your own hands! Report it to a professional (police officer, social worker).

ring child line: 0800 11 11. Or you can call your local police department. try to get a description of the offender, when he/she assaulted your child, where he/she may be now…, and answer any other questions the police have.

People in certain occupations: Medical Doctors, Nurses ( including in Schools) teachers, are legally obligated to REPORT all incidents to the authorities. My Mother said this …was technically required in her office job at an insurance company with an all-adult complement of employees-for this reason the requirement ( which would have required some special training seminars on how to recognize symptoms) was waived. Not many tykes at Home Insurers. She was an Industrial/Occupational nurse, though. so that is the score- Health professionals with direct access to kids- as well as teachers, are legally obligated- like Fire Laws- to report all incidents to the police or other authorities such as DYFUS ( Division of Youth and Family services- pronounced almost to rhyme with ( Diapers).
in some ways yes. if it is obvious that the person who has not told could have easily told or if there were reasons why they didn't such as they may have been threatened it wi…ll probably be taken to trial where the judge will decide wether the person is innocent or guilty.
If would think so, they are medical professional. they should do it morally anyway **Any practicing Medical or Dental provider that suspects child abuse legally and ethica…lly HAS to report it or face penalties or suspension of his or her license. By the same token, Registered Dental hygeineists (RDH), Certified Dental Assistants, Teachers, Nurses, attorneys and anyone working with children or working as a childcare provider are also legally and ethically responsible to report child abuse even if they only suspect it. Most medical providers learn in an ethics class that they are a voice (of sorts) of a minor.
