Its construction started between 70 and 72 AD under the emperor http://www.answers.com/topic/vespasian and was completed in 80 AD under http://www.answers.com/topic/titus, with further modifications being made during http://www.answers.com/topic/domitian's reign (81-96).http://www.answers.com/topic/colosseum#cite_note-roth-0 The name "Amphitheatrum Flavium" derives from both Vespasian's and Titus's family name (Flavius, from the gens Flavia).

The Colosseum was build by the emperor Vespasian but was unfinished at his death. It was completed and dedicated by his successor ,the emperor Titus. The emperor Domitian put more finishing touches on the building.

The Romans, unless you mean the Emperor? if so it was started by Vespasian and finished by Titus
