It was developed by Microsoft. They would have a huge amount of people involved in the task of doing so, not one individual. Neither would it be Bill Gates who personally does the work, as some people think. Microsoft have a lot of employees developing their software. For Excel 2007, as it is an upgrade on existing Excel versions, some of the basic work would have already been done, as some things would not have changed. Most changes were on the look of Excel, its interface. Much of the functionality in Excel 2007 is the same as in Excel 2003 and earlier versions. The fundamentals of how a spreadsheet works do not change. They change the look and add extra functionality and make improvements and remove bugs and make it compatible with the latest technology available, such as new operating systems and better computers. To do all this takes a large team of people doing different aspects of the work. Their names are not publicly known.
It is a spreadsheet program. This can also be used for editing charts.
The 2007 Microsoft Office Small Business software comes with a number of preinstalled applications. Among these are Word 2007, Excel 2007, Powerpoint 2007, Publisher 2007, and Outlook with Business Contact Manager 2007.

It depends. There is no direct relationship between Windows and Excel versions. If you have Windows XP, you probably use Excel 2003. If you have Windows 7, you probably use Excel 2007 or Excel 2010. Excel 2007 and later can read Excel 2003 files, but Excel 2003 cannot read Excel 2007 files, unless you save the files in "compatibility mode." Excel 2007 and later contain some features not available with Excel 2003 and earlier. If you need to use the same worksheets with several versions, then save your files in compatibility mode with the newer versions.
You can open a 2007 Excel spreadsheet with Excel 2003 if you save the file in Excel 2007 using "Save As" and select the 2003 compatibility mode.
The differences between them are not extensive so you can work in Excel 2010 easily if you are familiar with Excel 2007. You can save your files so that Excel 2007 will recognise them.
The SUMIFS function was introduced in Excel 2007.
Yes, VLOOKUP is still in Excel 2007 and 2010.
Yes, Microsoft Excel is one example of computer software. Software is anything which enables or helps the computer to run which is just code, with no physical substance. Software is stored on and processed by hardware. Hardware is any physical device which makes up a computer, like a hard drive or cooling fan.
No. It would be applications software.
