A country is not the sort of thing that gets 'invented'. The area of Europe now known as France has been divided in many ways throughout history, with very different borders and land areas, and has had several names, including 'Gaul' in Roman times. The country took its present borders in 1919, at the end of WWI. You might just as well say 'Who invented Mexico?' Like the USA, Mexico has has varying shapes and sizes.
France was inhabited in prehistory. In that light, it wasn't "discovered" as we normally use the term.
In the case of countries on the Mediterranean and also in most other parts of Western Europe the question of 'discovery' doesn't arise, as the concept is European.
The country now called France was part of the Roman Empire for centuries, and before that most of it was inhabited by various tribes, mainly Celtic-speaking.
The origins of France can be traced to Francia, a Frankish Kingdom united by Clovis I.
Yes, a lot of stuff like every country. Most notably the first manned hot air balloon (la montgolfière), the Braille printing system for blind people, the daguerreotype process (a kind of primitive Photography), the milk pasteurization process, the first digital calculator (pascaline). And of course, the deadly guillotine!
As you can see, most French inventions are named after their inventors!

France was founded by the Gauls and there was never a specific date.
