The West first learned of the giant panda on 11 March 1869, when the French missionary Armand David received a skin from a hunter. The first Westerner known to have seen a living giant panda is the German zoologist Hugo Weigold, who purchased a cub in 1916.

JOHN RAE DISCOVERED THE PANDA.
Panda's are a native species to China, a region of the world that have had thousands of years of advanced civilizations so someone of native origin probably saw one before a western civilization "discovered" one. Hugo Weigold was the first westerner to see a Giant Panda.

The people who lived in the same areas as pandas did probably know about them since they first settled there. And that is too long ago for any names to have been recorded.
