Canada granted amnesty to deserters during the American Revolution. They were allied with the British and would naturally protect their interests in this way.
There isn't a specific name for them. Theyre just losers.
Noone, deserters can and are still being tracked down by the US Marine Corps. Navy, Army and Air Force aren't enforcing, but haven't pardoned.
Able bodied males between 18 and above (late twenties, based upon the needs of the service); by far, the vast majority of draft dodgers were simply males that were afraid of the military. They often said it, "...if I didn't have to go thru boot camp...I'd go! (to Vietnam)." But it was FAR more honorable to tell people that you, "...didn't believe in the war..." than to admit you were just plain scared (of the army).
During the Vietnam war , the U.S.a used the draft system, that is you could be drafted into the army, navy or air force.
Army reservists are already in the army. They simply need to be activated. Civilians are drafted (conscripted), they need to be processed (turned into military men).

It caused the President, Vice-President, Congressmen, Senators, etc. etc. etc. to become fed up with anything associated with Vietnam...Army, Navy, Air Force, Marine Corps, draft dodgers, the draft, hippies, riots, protests, draft card burning, flag burning, etc. People wanted to move on!
France has a draft for males. Minimum age is 17, maximum is 35.
1) Go to college 2) Move to Canada or some other country 3) Join the Air National Guard 4) Seek deferrals 5) Claim conscientious objection
If men won't come to the army...then the army will come to the men!
