the Jewish badge was not instituted in 1933 when Hitler came to power. It was not instituted in 1935 when the Nuremberg Laws stripped Jews of their citizenship. It was still not implemented by Kristallnacht in 1938. The oppression and labeling of the Jews by use of the Jewish badge did not begin until after the start of the Second World War. And even then, it began as local laws rather than as a unified Nazi policy.

The first official government edict demanding that all the Jews of Germany and Austria to start wearing the yellow Star of David occurred in 1941. Then around a year later, Jews from both Nazi Occupied Eastern and Western Europe were also ordered by the German Nazis to wear a yellow six-pointed star sewn or stitched unto their outer garments somewhere in the upper left chest region. The order required all Jews (except Jewish children under 7 years of age) to wear the identifying yellow star patch at all times for the purposes of isolating and identifying the Jews in every nation under Nazi control.

Some countries were far more lax than others in enforcing this regulation. Thus the Jews of France and Italy were far more likely to risk punishment by refusing to wear the yellow Star of David than the far more helpless and hopeless Jews of Germany and Poland for example. Since I have already answered a question that's extremely similar to this one , I will include the text answer to that question as well.
