Elizabeth II is the sovereign of all the Commonwealth Realms, which are the UK, Australia, Canada, New Zealand, Jamaica and 11 more. So she is the head of state of all those countries. As it is impossible for one single person to deliver all the functions of head of state in each country, she designates a Governor - General in all countries different to the UK, and they represent her and her authority. This comes from the Empire, and when it dissappeared, the Queen was named the ruler of all the old british colonies, that had gained independence.
