It depends entirely on which game you're talking about, and the fighting styles of the players. Traditionally Ryu's special attacks take out more damage than Ken's, especially the Hurricane Kick. But Ken's specials will score more hits and generally be a lot faster - this leads to more dizzies, and thus more defenseless opponents. The classic example of this is Super Street Fighter II. In that game, however, their standard attacks are virtually identical, and in a special-free game they would be equally matched no matter who plays them. It comes down to speed vs. raw power - one's not inherently "better" than the other.

Once I saw an animated Street Fighter movie. In a part of Ryu's childhood, it showed that Ken kicked Ryu down a tiny pair of steps. Ken asked if Ryu was okay. Ryu thought he was alright, but he looked hurt in his head (you know, there was a bit of blood), so Ken took off his headband and straped to to Ryu's head. It was in the movie, but I don't really know if it is right or not.

Not biologically. Ryu‘s origin is unknown but he was raised by Gouken from such a young age. (You can say that Ryu is adopted by Gouken). Ken was a very bad kid growing up and his dad wanted Ken to learn discipline. Ken‘s dad decided to leave Ken alongside Ryu and Master Gouken. For the majority of Ken’s life was with Ryu. They both grew up together like brothers alongside their guardian/master Gouken. (Some can say that Ken was also adopted by Gouken) (Ryu and Ken can be seen as adoptive brothers) Although Ken does have a biological father, he see‘s Gouken the same way as he see’s his real dad. Both Ryu and Ken look upto Gouken like a Guardian/Father/Master. There‘s a lot of opinions about this topic but in my opinion I think the most logical way that I see is that Ryu and Ken are adoptive brothers and their guardian is Gouken.
