Lincoln did the best work, IMHO. He kept the union together, solved the slavery problem and paved the way to making the US a world leader. Franklin Roosevelt was perhaps the most effective in the sense that he made things they way he wanted them to be. ( In my opinion we are still paying the price for his effectiveness, but many would not agree.) Washington and Jefferson deserve a lot of credit for setting up the Constitutional form of government that the US benefits from.
