He is a direct representative of the Governor General, and therefor the Queen.

The Government in Ontario is the Lieutenant Governor, currently David Onley, acting with the advice and consent of an Executive Council composed of the Premier and Ministers. Government is carried out following the tenets of parliamentary democracy and responsible government. This means the Lieutenant Governor enacts legislation approved by the Legislative Assembly and appoints the political leader in the Legislative Assembly as Premier to lead the executive along with Ministers - also legislators - of the Premier's choosing.
