This situation resulted due to the clause in our constitution which says that the opposition party must hold atleast 1/10 of the total lok sabha seats . and in 1952 elections , CPI was the only other party in the lok sabha having more no. of seats than congress . the CPI held 16 seats out of 489 seats .
thus a.k.gopalan of the CPI is not the 1st leader of opposition but it is y.b.chavan
