Hitler. Because of the Holocaust and all of his beliefs. Well that's worst as in evil, but worst as in just a complete failure.. then it would be Leopoldo Galtieri as he only lasted a few months and was a genuine retard. :)

This is an opinion question. I'd say Josef Stalin of the Soviet Union. He took over all the same countries Hitler did. He had prison labor camps like Hitler. However, Stalin ruled much longer than Hitler, killed more innocent people and killed completely indiscriminatly, as well as executing those closest to him. Not to mention he could completly erase a person from all records.

Pol Pot of Cambodia, the Kims of North Korea, Idi Amin of Uganda, Robert Mugabe of Zimbabwe, Mao Zedong of China are a few that qualify for the sheer misery and number of deaths they have inflicted on 'their' people.

Since the 21'st century is 2000-2100, There were not many leaders. But you can say some Afghan or Iranian leaders were bad. Sorry if i did not fully answer this question.
