BBC is a British television channel. It is naturally available to all of the United Kingdom. But the channel is also available to most other countries in the world, at least if one has a satellite dish. Throughout most of Europe, BBC is available on cable.
Gosh, this is difficult, because it depends what you mean by "the BBC" and by "countries".
For most people, the correct answer is one: it operates in the United Kingdom. It is supported by the British government and British taxes, and as you can expect the British people would not be too happy to be paying for other countries!
Although there is a BBC channel in the United States (called BBC America), this is not part of the BBC. It is a private company partly owned by the BBC. It is very different to the British BBC, because it screens commercials/advertisements, and it also shows TV shows made by the BBC's rivals (for example, the sitcom Spaced, which was made by and shown on Channel Four in Britain). Similarly, shows made by the BBC or partly-made by the BBC are screened in most of the world's countries - often edited or redubbed to fit local language and cultural requirements.
The United Kingdom is widely considered by UK residents to be made up of four "constituent countries": England, Scotland, Wales and Northern Ireland, so you could say that the BBC screens in all four countries: however this depends on an interpretation of the word 'countries' that (although not necessarily incorrect) isn't shared by any other nation or nation-state in the modern sense.
The BBC operates in most countries in the sense that it has a incredibly wide news-gathering service and has journalists stationed in probably more locations than any other television channel apart from Japan's NHK, which functions similarly to the BBC.
