Oregon City, Oregon was established by Hudson's Bay Company's Dr. John McLoughlin in 1829, before Oregon became a state and was a territory, near the confluence of the Clackamas River with the Willamette to take advantage of the power of Willamette Falls to run a lumber mill. So it is most likely it was Dr. John McLoughlin who named the city when it was established in 1829.

The state of Oregon is name after the Native American name of the river we currently call the Columbus river. The Native Americans called it the Ouragon river.
